Connecticut Home Care Program for Elders

The Connecticut Home Care Program for Elders (CHCPE) program provides home care assistance for individuals over the age of 65 who meet eligibility criteria with the CT Department of Social Services. Allied Community Resources is the assigned fiscal intermediary for this program for participants who choose to self-direct their services and become household employers.

Personal Care Assistants (PCA’s) provide assistance with activities of daily living for individuals with disabilities who would not be able to live at home without the assistance of the program.

Personal assistance includes hands-on activities and tasks such as bathing, dressing, eating, transfers and other personal care. Participants on this program are able to make their own choices about the people they will hire to provide the assistance they need.

Participants on the CHCPE program receive training and assistance from Allied on their responsibilities as a household employer. Allied staff travel to the participant’s home to provide this beneficial training. The training includes information on recruiting, hiring, training, and supervision of personal care assistant. Allied also assists the participant in filing all of the necessary IRS applications and paperwork to become established as a household employer.

Allied conducts statewide outreach to prospective providers and maintains a directory of PCA providers who have expressed an interest in working with individuals under this program. The Directory is updated daily and used by participants on the program for recruiting purposes. Personalized directories are available by request.
