ACR is the fiscal intermediary for the State of Connecticut, Department of Social Services' Money Follows the Person Demonstration Program, Acquired Brain Injury Medicaid Waiver Program, the Personal Care Assistance Medicaid Waiver Program and the CT Home Care Program for Elders self-directed services. Allied is also one of two fiscal intermediaries for the State of Connecticut Department of Developmental Disabilities.

In Alabama, ACR is the vendor fiscal agent for the Department of Senior Services’ Personal Choices Program and the Department of Rehabilitation Services SAIL Waiver self-directed participants.

As the fiscal intermediary for the programs, Allied is responsible for assisting participants in gaining employer status through the IRS and paying providers on behalf of the individual receiving services.

Allied processes all timesheets and invoices, issues payments to providers, withholds the appropriate taxes and does tax filing at the end of the year. All of the programs provide individuals the choice of hiring their own providers and employees Allied provides fiduciary services and other assistance to more than 4,600 individuals who are able to stay in their own homes and the community because of the Medicaid Waiver, Demonstration and Pilot Programs. In 2010, Allied processed over $114 Million dollars on behalf of the program participants.
